Applying for a License in Wailuku

Start the process at emrs.ehawaii.gov. Both applicants must complete the online application together before contacting any agent. After you submit, you get a confirmation number. Bring that number to your agent appointment. The agent cannot process your license without it, so do not skip this step even if you have already spoken with an agent and have a time locked in.

Both partners must be present at the same appointment. Each person needs a valid government-issued photo ID. A driver's license or passport both work. If either person was previously married, bring documentation proving that marriage ended. A certified copy of the divorce decree, an annulment order, or a death certificate depending on how the prior marriage concluded. The agent checks everything and issues the license at the appointment if all documents are in order.

The fee is $65 total. That includes a $60 base fee plus a $5 online portal fee. Payment is due at the time of the online application and is non-refundable. After issuance, the license is valid for 30 days. The ceremony must take place in Hawaii within that period. Your officiant signs the license after the ceremony and returns it to the DOH, which closes the registration and creates the official marriage record.

Note: No pickup service for marriage certificates is available on Maui; all certified copies must be mailed to the requester or picked up on Oahu.

Maui District Health Office

Wailuku is home to the Maui District Health Office, which is the local branch of the Hawaii Department of Health for all of Maui County. The office is in the State Office Building in downtown Wailuku. It answers questions about the marriage license process, gives guidance on record requests, and handles general DOH inquiries for Maui residents. The Maui County Courthouse is also in Wailuku at 200 S. High St. It handles Second Circuit Court matters but does not process marriage license requests or certified copy orders for vital records. Those go through the DOH system, not the courthouse.

Wailuku Marriage Certificate Copies

Certified copies of Wailuku marriage records are ordered through the Hawaii Department of Health. Despite the Maui DOH being located right here in Wailuku, that office does not issue certified copies. All copy requests go through the statewide system. There is no pickup option on Maui. Certificates ordered by Wailuku residents must be mailed. If you want to pick up a copy in person, you must do that at the Honolulu office on Oahu.

The fastest way to order is online through vitrec.ehawaii.gov. The portal is available any time. Each certified copy is $10, with a $4 transaction fee and a $2.50 portal fee charged at checkout. Pay by credit or debit card. Allow about 14 business days for the Maui DOH to process the request before the copy is mailed out.

To order by mail, write a request that includes both parties' names, the date and location of the marriage, your mailing address, and a cashier's check, certified check, or money order payable to the Hawaii State Department of Health. Send to: P.O. Box 3378, Honolulu, HI 96801. In-person orders can be made at 1250 Punchbowl St., Room 103, Honolulu, HI 96813, with pickup available only at that Oahu location.

The certified copy fee covers one copy. Additional copies are ordered separately at the same rate. You can request multiple copies in one order through the online portal. If you are ordering for legal purposes, such as for a name change or insurance update, confirm with the receiving agency how many copies they need before placing your order.
