Wahiawa Marriage License Agent

Hawaii does not issue marriage licenses through a city hall or county clerk's office the way other states do. Instead, the DOH certifies private individuals as marriage license agents. In Wahiawa, the local authorized agent is Baxton Tokuda-Higashi, who takes appointments Monday through Friday. You can reach him at (808) 341-3832 to schedule a time. Both partners must show up together at the appointment. This is a firm requirement and there are no exceptions.

The Hawaii DOH marriage license agent page lists all current authorized agents statewide, including the central Oahu area. The image below is from that page and shows how the DOH presents agent contact details for each region of Oahu.

If Baxton Tokuda-Higashi is unavailable on the date you need, check the full DOH agent list for other agents who may be able to travel to your area or who are listed for nearby communities. The DOH updates the directory when agents join or leave the program, so always verify before calling.

Getting a License in Wahiawa

Before you contact the agent, both you and your partner must complete the online application at emrs.ehawaii.gov. The system walks you through each required field. Fill it out together and submit as a pair. The system will issue a confirmation that you bring to your appointment with the agent. You cannot walk into an appointment without completing this step first.

At the appointment, bring a valid government-issued photo ID. A driver's license, passport, or Hawaii state ID all qualify. If either of you was previously married, bring the legal documents showing how that marriage ended. For a divorce, you need the final divorce decree. For a death, bring the death certificate. The agent needs to confirm both applicants are free to marry before issuing the license.

The license costs $65. This breaks down to $60 for the license itself and $5 for the online portal fee that is charged when you submit the application. The fee is non-refundable after you submit. Once the agent issues your license, you have 30 days to hold your ceremony in Hawaii. After the ceremony, the person who performed it fills in the remaining fields on the license and sends it to the DOH. That completes the registration of your marriage record.

The Wahiawa Driver License office at (808) 621-7255 handles driver licenses, State IDs, CDL permits, and taxi permits in the central Wahiawa area. If either applicant needs a state ID before the marriage appointment, that is the local office to contact.

Wahiawa Vital Records Access

After a marriage is registered, certified copies come from the Hawaii DOH. Wahiawa residents can order online, by mail, or in person. The online system is the most common choice because it is available at any hour and payment is processed right away. There is no local office in Wahiawa for certified copies of marriage certificates.

The image below is from the Hawaii DOH Vital Records home page, which lists all methods for getting certified copies and explains what documentation you may need to include.

Online orders go through vitrec.ehawaii.gov. The cost is $10 per certified copy, with a $4 transaction fee and a $2.50 portal fee added at checkout. Pay with debit or credit. The DOH processes the order and mails the copy to you. Online ordering is available 24 hours a day, seven days a week, with no need to go to any office.

Mail requests work too. Write to the DOH at P.O. Box 3378, Honolulu, HI 96801. Include the names of both parties, the date of marriage, your mailing address, a phone number, and payment by cashier's check, certified check, or money order. Do not send cash or personal checks by mail. Mailed orders take six to eight weeks to process and return.

In-person requests are handled at 1250 Punchbowl Street, Room 103, in Honolulu. This is a drive from Wahiawa, but it can speed things up compared to mailing. Bring a valid photo ID and the same payment options that apply to mail requests.

Historical Wahiawa Marriage Research

Researchers looking for older Wahiawa and central Oahu marriage records have a few solid options outside of the DOH. Oahu marriage records from 1832 through 1929 are maintained by the Hawaii State Archives. Some of these records have been digitized and are searchable through the Hawaii Digital Archives. This is a good starting point for genealogy work on families who lived in the Wahiawa area in the early 1900s or before.

The Mililani Family History Center at (808) 623-1712 is the closest such center to Wahiawa and is accessible to central Oahu residents. The center has free access to large genealogy databases, including resources that cover Hawaii records. Staff there can help you navigate what is available and how to find records that may not be indexed online. The Laie Family History Center at (808) 293-2133 is another option on Oahu, though farther from Wahiawa.

For research guides and academic resources on Hawaii vital records, the University of Hawaii at Manoa library publishes a guide at guides.library.manoa.hawaii.edu. It covers sources for birth, marriage, and death records in Hawaii, including the older collections held by the State Archives and how to access them.

When working with pre-1930 records, keep in mind that some records from that era were damaged or incomplete. Cross-referencing multiple sources, including church records and family history databases, often produces better results than relying on any single archive. The DOH can also sometimes point you to alternate sources when their own records don't go far enough back for your research.

Note: For Wahiawa records after 1929, contact the Hawaii DOH directly; for records before 1930, start with the Hawaii State Archives or a Family History Center.
